- Status: Vetoed, override failed
- Term: 2001-2002
- House committee: Executive Departments and Administration
- Senate committee: Executive Departments and Administration

The Story
It was introduced on June 26, 2001 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on February 13, 2002. The committee held a work session on February 20, 2002. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. On March 6, 2002 the House voted to pass it with changes. It crossed to the Senate on March 14, 2002 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 3, 2002. The committee recommended that the Senate pass it. On April 11, 2002 the Senate voted to pass it on a voice vote. On April 11, 2002 the Senate voted to lay it on the table on a voice vote. On April 11, 2002 the Senate adopted “Remove From Table” on a voice vote. A floor amendment (3424), offered by Sen. Boyce, was adopted on a voice vote on April 11, 2002, changing the text of the bill. The Senate referred the bill to the Finance committee. The committee recommended that the Senate pass it with changes (amendment 3567). On April 18, 2002 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 25, 2002 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3774) was adopted to correct technical errors found after passage. The governor vetoed it on May 18, 2002. The legislature can override a veto with a two-thirds vote in both chambers. On May 22, 2002 the House voted 203–137 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
