The Story

It was introduced on June 26, 2001 and referred to the House Municipal and County Government committee. The committee held a public hearing on January 15, 2002. The majority of the committee recommended that the House kill it by a vote of 11–1, and the report was placed on the consent calendar. The bill was taken off the consent calendar on February 14, 2002. On February 14, 2002 the House voted to kill it on a division vote 251–50.
