On January 31, 2002 the House voted to pass it with changes. It crossed to the Senate on February 20, 2002 and was referred to the Senate Transportation committee. The committee held a public hearing on March 19, 2002. The committee recommended that the Senate pass it with changes (amendment 3518). On April 18, 2002 the Senate voted to pass it with changes on a voice vote. A floor amendment (3634), offered by Sen. McCarley, was adopted on a voice vote on April 18, 2002, changing the text of the bill. On April 18, 2002 the Senate adopted “OT3rdg” on a voice vote and ordered it to a third reading. On April 25, 2002 the House rejected a motion to reject the other chamber's changes on a roll call 146–157. On April 25, 2002 the House voted to agree to the other chamber's changes on a roll call 192–112. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3775) was adopted to correct technical errors found after passage. The governor signed it on May 17, 2002, making it Chapter 253 of the session laws. It took effect on July 1, 2002.
