The Story
It was introduced on June 26, 2001 and referred to the House Judiciary committee. The committee held a public hearing on January 22, 2002. The committee held work sessions on January 29, 2002, February 6, 2002 and February 12, 2002. The majority of the committee recommended that the House pass it with changes unanimously, 12–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on February 21, 2002. On February 21, 2002 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 6, 2002 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 27, 2002. The committee recommended that the Senate pass it with changes (amendment 3560). On April 18, 2002 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 25, 2002 the House voted to reject the other chamber's changes on a voice vote. On April 25, 2002 the Senate adopted “Sen. Gordon Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on April 29, 2002 to try to settle the differences between the two chambers' versions of the bill. On May 2, 2002 the Senate adopted “Conference Committee Report” on a voice vote. On May 2, 2002 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor. The governor signed it on May 17, 2002, making it Chapter 235 of the session laws. It took effect on May 17, 2002.
