The Story

It was introduced on June 26, 2001 and referred to the House Public Works and Highways committee. The committee held public hearings on January 9, 2002 and February 5, 2002. The majority of the committee recommended that the House pass it with changes by a vote of 16–1, and the report was placed on the consent calendar. On February 14, 2002 the House voted to pass it with changes. It crossed to the Senate on February 20, 2002 and was referred to the Senate Transportation committee. The committee held a public hearing on April 9, 2002. The committee recommended that the Senate pass it with changes (amendment 3353). On April 11, 2002 the Senate voted to pass it with changes on a roll call 23–0. On April 11, 2002 the Senate adopted “OT3rdg” on a roll call 22–1 and ordered it to a third reading. On April 11, 2002 the Senate adopted “Reconsideration” on a voice vote. A floor amendment (3422), offered by Sen. Gordon, was adopted on a roll call 23–1 on April 11, 2002, changing the text of the bill. On April 25, 2002 the House voted to reject the other chamber's changes on a voice vote. On April 25, 2002 the Senate adopted “Sen. Eaton Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on April 29, 2002 to try to settle the differences between the two chambers' versions of the bill. On May 2, 2002 the Senate adopted “Conference Committee Report” on a voice vote. On May 2, 2002 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3779) was adopted to correct technical errors found after passage. The governor signed it on May 17, 2002, making it Chapter 234 of the session laws. It took effect on July 16, 2002.
