The Story

It was introduced on June 26, 2001 and referred to the House Finance committee. The committee held a public hearing on January 8, 2002. The committee held work sessions on January 17, 2002, February 4, 2002 and February 11, 2002. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 12–6. On March 7, 2002 the House voted to pass it with changes on a division vote 205–129. It crossed to the Senate on March 14, 2002 and was referred to the Senate Education committee. The committee held a public hearing on April 3, 2002. The committee recommended that the Senate pass it with changes (amendment 3260). On April 10, 2002 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate study it after the session ends. On April 18, 2002 the Senate voted to study it after the session ends on a voice vote.
