It was introduced on June 26, 2001 and referred to the House Judiciary committee. The committee held a public hearing on January 8, 2002. The committee held a work session on February 5, 2002. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 11–8. On February 14, 2002 the House voted to pass it with changes on a roll call 216–132. It crossed to the Senate on February 20, 2002 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 4, 2002. The committee recommended that the Senate pass it with changes (amendment 3346). On April 11, 2002 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On April 16, 2002 the Senate voted to pass it on a voice vote and ordered it to a third reading. On April 25, 2002 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor. The governor signed it on May 15, 2002, making it Chapter 193 of the session laws.
