It was introduced on June 26, 2001 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on January 15, 2002. It crossed to the Senate on January 31, 2002 and was referred to the Senate Ways and Means committee. The committee held a public hearing on March 8, 2002. The committee recommended that the Senate pass it. On March 14, 2002 the Senate voted to pass it on a voice vote and ordered it to a third reading.
