The Story

It was introduced on June 26, 2001 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on February 6, 2002. The committee held work sessions on February 11, 2002 and February 13, 2002. The majority of the committee recommended that the House pass it with changes by a vote of 15–1. On February 21, 2002 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 6, 2002 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 20, 2002. The committee recommended that the Senate pass it with changes (amendment 3176). On April 11, 2002 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 17, 2002 the House voted to reject the other chamber's changes on a voice vote. On April 25, 2002 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Prescott. A committee of conference met on April 25, 2002 to try to settle the differences between the two chambers' versions of the bill. On May 2, 2002 the Senate adopted “For New Committee of Conference” on a voice vote. On May 2, 2002 the House adopted “Susp Rules for New Conf Comm” on a division vote 256–44. On May 2, 2002 the Senate adopted “New C of C Report After Deadline” on a voice vote. On May 2, 2002 the Senate voted to pass it on a voice vote. On May 2, 2002 the House adopted “Susp Rules for Report of New Conf Comm” on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3794) was adopted to correct technical errors found after passage. The governor signed it on May 17, 2002, making it Chapter 230 of the session laws. It took effect on July 16, 2002.
