The Story

It was introduced on June 26, 2001 and referred to the House Transportation committee. The committee held a public hearing on January 3, 2002. The committee held work sessions on January 15, 2002 and February 5, 2002. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. On February 21, 2002 the House voted to pass it with changes. It crossed to the Senate on March 6, 2002 and was referred to the Senate Transportation committee. The committee held a public hearing on April 9, 2002. The committee recommended that the Senate pass it with changes (amendment 3359). On April 11, 2002 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 17, 2002 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor — and an enrolled bill amendment (3750) was adopted to correct technical errors found after passage. The governor signed it on May 15, 2002, making it Chapter 190 of the session laws. It took effect on May 15, 2002.
