The Story
It was introduced on June 26, 2001 and referred to the House Legislative Administration committee. The committee held a public hearing on January 9, 2002. The majority of the committee recommended that the House pass it unanimously, 12–0, and the report was placed on the consent calendar. On January 31, 2002 the House voted to pass it. It crossed to the Senate on February 20, 2002 and was referred to the Senate Environment committee. The committee held a public hearing on March 20, 2002. The committee recommended that the Senate pass it with changes (amendment 3362). On April 11, 2002 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 17, 2002 the House voted to reject the other chamber's changes on a voice vote. On April 25, 2002 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Johnson. A committee of conference met on April 30, 2002 to try to settle the differences between the two chambers' versions of the bill. On May 2, 2002 the Senate adopted “Conference Committee Report” on a voice vote. On May 2, 2002 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on May 2, 2002 — the final check of the text before it goes to the governor. The governor signed it on May 17, 2002, making it Chapter 251 of the session laws. It took effect on May 17, 2002.
