The Story
It was introduced on February 1, 2001 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 14, 2001. The committee recommended that the Senate kill it. On February 22, 2001 the Senate voted to lay it on the table on a voice vote. On March 15, 2001 the Senate adopted “Sen. Eaton Motion to Remove From Table” on a voice vote. On March 15, 2001 the Senate adopted “Sen. Hollingworth Substitute Motion Ought to Pass” on a voice vote. A floor amendment (0320), offered by Sen. Hollingworth, was adopted on a voice vote on March 15, 2001, changing the text of the bill. It crossed to the House on March 29, 2001 and was referred to the House Commerce committee. The committee held a public hearing on May 2, 2001. The committee held work sessions on May 9, 2001 and May 22, 2001. The majority of the committee recommended that the House pass it by a vote of 12–2, and the report was placed on the consent calendar. On June 7, 2001 the House voted to pass it. The bill was enrolled on June 13, 2001 — the final check of the text before it goes to the governor. The governor signed it on June 29, 2001, making it Chapter 148 of the session laws. It took effect on January 1, 2002.
