It was introduced on January 4, 2001 and referred to the Senate Judiciary committee. The committee held a public hearing on February 7, 2001. It crossed to the House and was referred to the House Judiciary committee. The committee held a public hearing on May 2, 2001. The committee held a work session on May 9, 2001. The majority of the committee recommended that the House pass it with changes unanimously, 12–0, and the report was placed on the consent calendar.
