It was introduced on January 4, 2001 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on January 24, 2001. It crossed to the House on March 29, 2001 and was referred to the House Judiciary committee. The committee held a public hearing on April 17, 2001. The majority of the committee recommended that the House pass it with changes unanimously, 13–0, and the report was placed on the consent calendar. On May 17, 2001 the House voted to pass it with changes. On June 7, 2001 the Senate adopted “Sen. Prescott Concur with House Amendment” on a voice vote.
