The Story

It was introduced on May 1, 2001 and referred to the Senate Judiciary committee. The committee held a public hearing on May 9, 2001. On May 9, 2001 the Senate voted to lay it on the table. On May 9, 2001 the Senate voted to pass it on a voice vote. A floor amendment (1167), offered by Sen. Gordon, was adopted on a roll call 22–0 on May 9, 2001, changing the text of the bill. The Senate referred the bill to the Finance committee. On May 9, 2001 the Senate adopted “Sen. Barnes Suspension of Rules for Report not Advertised in Calendar nec.2/3” on a voice vote. On May 9, 2001 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Judiciary committee. The committee held a public hearing on May 15, 2001. The committee held work sessions on May 22, 2001 and May 23, 2001. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 13–2. The committee held a work session on June 5, 2001. On June 7, 2001 the House voted to pass it with changes on a roll call 290–36. On June 12, 2001 the Senate adopted “Req. C of C” on a voice vote. On June 13, 2001 the House adopted “House Acceded to req for Conf Comm”. A committee of conference met on June 19, 2001 to try to settle the differences between the two chambers' versions of the bill. On June 26, 2001 the House adopted “Conf Comm Report” on a voice vote. On June 26, 2001 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 26, 2001 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1868) was adopted to correct technical errors found after passage. The governor signed it on July 13, 2001, making it Chapter 267 of the session laws. It took effect on July 1, 2001.
