The Story
It was introduced on March 15, 2001 and referred to the Senate Ways and Means committee. The committee held a public hearing on April 11, 2001. The committee recommended that the Senate pass it with changes (amendment 0924). On April 19, 2001 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. On April 19, 2001 the Senate adopted “Suspend Rules for Report Not in Calendar” on a voice vote, on a motion by Sen. Barnes. On April 19, 2001 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on April 19, 2001 and was referred to the House Municipal and County Government committee. The committee held a public hearing on May 2, 2001. On May 3, 2001 the House adopted “Susp Rules for Deadlines on SBs due Early” on a voice vote. The majority of the committee recommended that the House pass it with changes unanimously, 16–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 31, 2001. On May 31, 2001 the House voted to pass it with changes on a voice vote. On June 12, 2001 the Senate adopted “Sen. D'Allesandro Concur with House Amendment” on a voice vote. The bill was enrolled on June 26, 2001 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1864) was adopted to correct technical errors found after passage. The governor signed it on July 17, 2001, making it Chapter 297 of the session laws. It took effect on July 17, 2001.
