The Story

It was introduced on January 4, 2001 and referred to the Senate Judiciary committee. The committee held a public hearing on February 7, 2001. The committee recommended that the Senate pass it. On February 15, 2001 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 29, 2001 and was referred to the House Judiciary committee. The committee held a public hearing on April 25, 2001. The majority of the committee recommended that the House pass it with changes unanimously, 13–0, and the report was placed on the consent calendar. On May 17, 2001 the House voted to pass it with changes. On June 5, 2001 the Senate adopted “Requests Committee of Conference” on a voice vote. On June 7, 2001 the House adopted “House Acceded to Req for Conf Comm” on a voice vote. A committee of conference met on June 18, 2001 to try to settle the differences between the two chambers' versions of the bill. On June 26, 2001 the House adopted “Conf Comm Report” on a voice vote. On June 26, 2001 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 26, 2001 — the final check of the text before it goes to the governor. The governor signed it on July 13, 2001, making it Chapter 261 of the session laws. It took effect on January 1, 2002.
