It was introduced on February 22, 2001 and referred to the Senate Energy and Economic Development committee. On March 15, 2001 the Senate adopted “Sen. It crossed to the House and was referred to the House Commerce committee. The committee held a public hearing on May 22, 2001. The majority of the committee recommended that the House kill it unanimously, 13–0, and the report was placed on the consent calendar. On June 7, 2001 the House voted to kill it.
