The Story

It was introduced on February 22, 2001 and referred to the Senate Education committee. The committee held a public hearing on April 4, 2001. The committee recommended that the Senate pass it with changes (amendment 1113). On May 9, 2001 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. On May 9, 2001 the Senate adopted “Sen. Barnes Suspension of Rules for Report not Advertised in Calendar” on a voice vote. On May 9, 2001 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Education committee. The committee held public hearings on May 15, 2001 and May 17, 2001. The majority of the committee recommended that the House pass it with changes by a vote of 12–8. On May 31, 2001 the House voted to pass it with changes on a voice vote. On June 12, 2001 the Senate adopted “Req. Comm of Conf” on a voice vote. On June 13, 2001 the House adopted “House Acceded to req for Conf Comm”. A committee of conference met on June 18, 2001, June 20, 2001 and June 21, 2001 to try to settle the differences between the two chambers' versions of the bill. On June 26, 2001 the House adopted “Conf Comm Report” on a roll call 241–117. On June 26, 2001 the Senate failed “Non Adopt” on a roll call 11–13, on a motion by Sen. McCarley. On June 26, 2001 the Senate voted to pass it. The bill was enrolled on June 26, 2001 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1870) was adopted to correct technical errors found after passage. The governor vetoed it on June 26, 2001. The legislature can override a veto with a two-thirds vote in both chambers. The governor vetoed it on July 12, 2001. The legislature can override a veto with a two-thirds vote in both chambers. On December 12, 2001 the Senate voted 13–11 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
