The Story

It was introduced on February 1, 2001 and referred to the Senate Insurance committee. The committee held public hearings on March 7, 2001 and March 21, 2001. On May 9, 2001 the Senate voted to pass it on a voice vote. A floor amendment (1158), offered by Sen. Francoeur, was adopted on a voice vote on May 9, 2001, changing the text of the bill. It crossed to the House and was referred to the House Commerce committee. The committee held a public hearing on May 16, 2001. The committee held work sessions on May 22, 2001, May 23, 2001, May 24, 2001 and May 30, 2001. The majority of the committee recommended that the House pass it with changes unanimously, 13–0. On June 7, 2001 the House adopted “Secs 16 & 17”. On June 7, 2001 the House voted to pass it with changes on a voice vote. On June 13, 2001 the House adopted “House Acceded to req for Conf Comm” on a voice vote. A committee of conference met on June 19, 2001 and June 20, 2001 to try to settle the differences between the two chambers' versions of the bill. On June 26, 2001 the House adopted “Conf Comm Report” on a voice vote. On June 26, 2001 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 26, 2001 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1877) was adopted to correct technical errors found after passage. The governor signed it on July 17, 2001, making it Chapter 295 of the session laws. It took effect on July 1, 2001.
