The Story
It was introduced on February 15, 2001 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on March 9, 2001. The committee held work sessions on March 15, 2001 and March 27, 2001. The majority of the committee recommended that the House pass it with changes unanimously, 14–0. On April 5, 2001 the House voted to pass it with changes on a voice vote. The committee held a work session on April 10, 2001. It crossed to the Senate on May 1, 2001 and was referred to the Senate Internal Affairs committee. The committee held a public hearing on May 8, 2001. The committee recommended that the Senate pass it with changes (amendment 1583). On June 12, 2001 the Senate voted to pass it with changes on a voice vote. A floor amendment (1652), offered by Sen. Gordon, was adopted on a voice vote on June 12, 2001, changing the text of the bill. On June 12, 2001 the Senate adopted “OT3rdg” on a roll call 21–3 and ordered it to a third reading. On June 12, 2001 the Senate adopted “Sen. Flanders Accede to House Request for Committee of Conference” on a voice vote. On June 13, 2001 the House voted to reject the other chamber's changes. A committee of conference met on June 20, 2001 and June 21, 2001 to try to settle the differences between the two chambers' versions of the bill. On June 26, 2001 the Senate adopted “Conference Committee Report” on a voice vote. On June 26, 2001 the House adopted “Conf Comm Report”. The bill was enrolled on June 26, 2001 — the final check of the text before it goes to the governor. The governor signed it on July 13, 2001, making it Chapter 258 of the session laws. It took effect on July 13, 2001.
