The Story

It was introduced on February 15, 2001 and referred to the House Commerce committee. The committee held a public hearing on March 28, 2001. The committee held work sessions on April 9, 2001 and April 11, 2001. The majority of the committee recommended that the House pass it with changes unanimously, 11–0, and the report was placed on the consent calendar. On April 18, 2001 the House voted to pass it with changes. It crossed to the Senate on May 1, 2001 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on June 6, 2001. The committee recommended that the Senate pass it. On June 12, 2001 the Senate voted to pass it on a voice vote. A floor amendment (1660), offered by Sen. Wheeler, was adopted on a voice vote on June 12, 2001, changing the text of the bill. On June 12, 2001 the Senate adopted “Sen. Prescott Accede to Request for Committee of Conference” on a voice vote. On June 13, 2001 the House voted to reject the other chamber's changes on a voice vote. A committee of conference met on June 19, 2001 to try to settle the differences between the two chambers' versions of the bill. On June 26, 2001 the Senate adopted “Conference Committee Report” on a voice vote. On June 26, 2001 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on June 26, 2001 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1883) was adopted to correct technical errors found after passage. The governor signed it on July 13, 2001, making it Chapter 256 of the session laws. It took effect on July 1, 2001.
