The committee held work sessions on March 19, 2001, April 2, 2001, April 9, 2001 and April 11, 2001. The majority of the committee recommended that the House pass it with changes by a vote of 11–2, and the report was placed on the consent calendar. On April 18, 2001 the House voted to pass it with changes. It crossed to the Senate on May 9, 2001 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on May 29, 2001. The committee recommended that the Senate pass it with changes (amendment 1357).
