The Story

It was introduced on January 25, 2001 and referred to the House Public Works and Highways committee. The committee held a public hearing on February 20, 2001. The majority of the committee recommended that the House pass it with changes by a vote of 17–2. On April 19, 2001 the House adopted “Susp Rules for Deadline to Apr 26” on a voice vote. On April 19, 2001 the House adopted “Special Order to Apr 25” on a voice vote. On April 25, 2001 the House adopted “Special Order to Apr 26 without objection”. On April 26, 2001 the House voted to pass it with changes on a roll call 220–98. It crossed to the Senate on May 9, 2001 and was referred to the Senate Energy and Economic Development committee. The committee held public hearings on May 22, 2001 and May 29, 2001. The committee recommended that the Senate pass it. On May 31, 2001 the Senate voted to lay it on the table. On June 12, 2001 the Senate adopted “Sen. Johnson Motion to Remove From Table” on a voice vote. On June 12, 2001 the Senate voted to pass it on a voice vote. A floor amendment (1659), offered by Sen. Cohen, was adopted on a voice vote on June 12, 2001, changing the text of the bill. On June 12, 2001 the Senate adopted “Sen. Below Accede to House Request for Committee of Conference” on a voice vote. On June 13, 2001 the House voted to reject the other chamber's changes. A committee of conference met on June 21, 2001 to try to settle the differences between the two chambers' versions of the bill. On June 26, 2001 the Senate adopted “Conference Committee Report” on a voice vote. On June 26, 2001 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on June 26, 2001 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1882) was adopted to correct technical errors found after passage. The governor signed it on July 17, 2001, making it Chapter 290 of the session laws. It took effect on July 1, 2001.
