It crossed to the Senate on April 12, 2001 and was referred to the Senate Public Affairs committee. The committee held a public hearing on May 8, 2001. The committee recommended that the Senate pass it. On May 17, 2001 the Senate voted to pass it on a voice vote and ordered it to a third reading.
