HB 451 (2001)

establishing a commission to study the impact of pay and health care benefits for child care workers on the quality of care and education for children by considering and exploring funding methods for accomplishing any recommendations.

  • Status: Signed into law
  • Term: 2001-2002
  • House committee: Children and Family Law
  • Senate committee: Public Institutions, Health and Human Services

The Story

It was introduced on January 25, 2001 and referred to the House Children and Family Law committee. The committee held a public hearing on March 15, 2001. The majority of the committee recommended that the House pass it with changes by a vote of 10–5. On April 19, 2001 the House voted to pass it with changes on a voice vote. It crossed to the Senate on May 1, 2001 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on May 22, 2001. The committee recommended that the Senate pass it with changes (amendment 1482). On June 7, 2001 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 12, 2001 the Senate adopted “Sen. Wheeler Accede to Request for Committee of Conference” on a voice vote. On June 13, 2001 the House voted to reject the other chamber's changes on a voice vote. A committee of conference met on June 19, 2001 to try to settle the differences between the two chambers' versions of the bill. On June 26, 2001 the Senate adopted “Conference Committee Report” on a voice vote. On June 26, 2001 the House adopted “Conf Comm Report”. The bill was enrolled on June 26, 2001 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1873) was adopted to correct technical errors found after passage. The governor signed it on July 13, 2001, making it Chapter 244 of the session laws. It took effect on July 13, 2001.
