HB 399 (2001)

relative to proof of qualifications for voter registration.

  • Status: Vetoed, override failed
  • Term: 2001-2002
  • House committee: Election Law
  • Senate committee: Public Affairs
  • Subject: Elections

The Story

It was introduced on January 25, 2001 and referred to the House Election Law committee. The committee held a public hearing on February 13, 2001. The majority of the committee recommended that the House pass it with changes by a vote of 11–5. On April 19, 2001 the House adopted “Susp Rules for Deadline to Apr 26” on a voice vote. On April 19, 2001 the House adopted “Special Order to Apr 25” on a voice vote. On April 25, 2001 the House voted to pass it with changes on a division vote 195–98. It crossed to the Senate on May 9, 2001 and was referred to the Senate Public Affairs committee. The committee held a public hearing on May 29, 2001. The committee recommended that the Senate pass it. On June 7, 2001 the Senate failed “Sen. Wheeler sub-motion of Rereferred to Committee” on a voice vote. On June 7, 2001 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on June 26, 2001 — the final check of the text before it goes to the governor. The governor vetoed it on July 5, 2001. The legislature can override a veto with a two-thirds vote in both chambers. On December 12, 2001 the House voted 230–143 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
