It was introduced on January 25, 2001 and referred to the House State-Federal Relations and Veterans Affairs committee. The committee held a public hearing on February 13, 2001. The majority of the committee recommended that the House pass it unanimously, 15–0, and the report was placed on the consent calendar. On March 8, 2001 the House voted to pass it. It crossed to the Senate on March 29, 2001 and was referred to the Senate Public Affairs committee. The committee held a public hearing on April 24, 2001. The committee recommended that the Senate pass it. On May 1, 2001 the Senate voted to pass it on a voice vote and ordered it to a third reading.
