The Story
It was introduced on January 25, 2001 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on February 13, 2001. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. On March 8, 2001 the House voted to pass it with changes. It crossed to the Senate on March 29, 2001 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on May 2, 2001. The committee recommended that the Senate pass it. On May 24, 2001 the Senate voted to lay it on the table on a voice vote. On June 12, 2001 the Senate adopted “Sen. Prescott Motion to Remove From Table” on a voice vote. On June 12, 2001 the Senate voted to pass it on a voice vote. A floor amendment (1350), offered by Sen. Prescott, was adopted on a voice vote on June 12, 2001, changing the text of the bill. On June 12, 2001 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Prescott. On June 15, 2001 the House voted to reject the other chamber's changes. A committee of conference met on June 20, 2001 to try to settle the differences between the two chambers' versions of the bill. On June 26, 2001 the Senate adopted “Conference Committee Report” on a voice vote. On June 26, 2001 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on June 26, 2001 — the final check of the text before it goes to the governor. The governor signed it on July 17, 2001, making it Chapter 288 of the session laws. It took effect on September 15, 2001.
