The majority of the committee recommended that the House pass it with changes unanimously, 19–0, and the report was placed on the consent calendar. On April 5, 2001 the House voted to pass it with changes. It crossed to the Senate on April 12, 2001 and was referred to the Senate Public Affairs committee. The committee held a public hearing on May 15, 2001. The committee recommended that the Senate pass it. On May 17, 2001 the Senate voted to pass it on a voice vote and ordered it to a third reading.
