The Story
It was introduced on January 4, 2001 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on January 31, 2001. The committee held work sessions on February 8, 2001, February 15, 2001, February 21, 2001 and March 7, 2001. The majority of the committee recommended that the House pass it with changes unanimously, 13–0. On March 22, 2001 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 29, 2001 and was referred to the Senate Environment committee. The committee held a public hearing on April 11, 2001. The committee recommended that the Senate pass it with changes (amendment 1091). On May 9, 2001 the Senate adopted “Special Order To” on a voice vote. On May 17, 2001 the Senate voted to lay it on the table on a voice vote. On May 31, 2001 the Senate adopted “Sen. Francoeur Motion to Remove From Table” on a voice vote. On May 31, 2001 the Senate voted to pass it with changes on a voice vote. A floor amendment (1386), offered by Sen. Francoeur, was adopted on a voice vote on May 31, 2001, changing the text of the bill. On June 7, 2001 the House voted to reject the other chamber's changes on a voice vote. On June 7, 2001 the Senate adopted “Sen. Johnson Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 13, 2001 to try to settle the differences between the two chambers' versions of the bill. On June 26, 2001 the Senate adopted “Conference Committee Report” on a voice vote. On June 26, 2001 the House adopted “Conf Comm Report”. The bill was enrolled on June 26, 2001 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1867) was adopted to correct technical errors found after passage. The governor signed it on July 16, 2001, making it Chapter 285 of the session laws. It took effect on July 16, 2001.
