The committee held work sessions on February 14, 2001, February 21, 2001 and March 7, 2001. The majority of the committee recommended that the House pass it with changes by a vote of 11–3, and the report was placed on the consent calendar. On March 22, 2001 the House voted to pass it with changes. It crossed to the Senate on March 29, 2001 and was referred to the Senate Executive Departments and Administration committee. On June 7, 2001 the Senate voted to pass it on a voice vote. A floor amendment (1530), offered by Sen. Francoeur, was adopted on a voice vote on June 7, 2001, changing the text of the bill. The Senate referred the bill to the Finance committee. The committee recommended that the Senate pass it. On June 12, 2001 the Senate voted to pass it on a voice vote and ordered it to a third reading. On June 13, 2001 the House voted to agree to the other chamber's changes on a voice vote.
