The Story

It was introduced on February 22, 2001 and referred to the House Public Works and Highways committee. The committee met in executive session on March 27, 2001 to vote on its recommendation. The majority recommended that the House pass it with changes, and the minority recommended that the House pass it with changes, by a vote of 12–5. On April 5, 2001 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held work sessions on April 6, 2001 and April 9, 2001. The majority of the committee recommended that the House pass it with changes unanimously, 20–0. The committee's amendment (0901) was adopted on a voice vote on April 18, 2001, changing the text of the bill. A floor amendment (0952), offered by Rep J Bradley, was adopted on a voice vote on April 18, 2001, changing the text of the bill. On April 18, 2001 the House voted to pass it with changes on a voice vote. It crossed to the Senate on May 1, 2001 and was referred to the Senate Capital Budget committee. The committee held a public hearing on June 6, 2001. The committee recommended that the Senate pass it with changes (amendment 1623). On June 12, 2001 the Senate voted to pass it with changes on a voice vote. A floor amendment (1647), offered by Sen. Hollingworth, was rejected on a roll call 10–13 on June 12, 2001. On June 13, 2001 the House voted to agree to the other chamber's changes on a voice vote. On June 25, 2001 the Senate voted to pass it. The bill was enrolled on June 26, 2001 — the final check of the text before it goes to the governor. The governor signed it on July 5, 2001, making it Chapter 202 of the session laws. It took effect on June 30, 2001.
