- Term: 2001-2002
- House committee: Health, Human Services and Elderly Affairs
- Senate committee: Public Institutions, Health and Human Services

The Story
It was introduced on January 4, 2001 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on January 30, 2001. The majority of the committee recommended that the House pass it with changes unanimously, 18–0, and the report was placed on the consent calendar. On February 15, 2001 the House voted to pass it with changes. It crossed to the Senate on February 15, 2001 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on March 20, 2001. The committee recommended that the Senate pass it with changes (amendment 0470). On March 29, 2001 the Senate voted to pass it with changes on a roll call 24–0 and ordered it to a third reading. On May 17, 2001 the House voted to reject the other chamber's changes on a voice vote. On June 5, 2001 the Senate adopted “Sen. Wheeler Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on June 19, 2001 to try to settle the differences between the two chambers' versions of the bill. On June 26, 2001 the Senate adopted “Conference Committee Report” on a voice vote. On June 26, 2001 the House adopted “Conf Comm Report”. The bill was enrolled on June 26, 2001 — the final check of the text before it goes to the governor. The governor signed it on July 16, 2001, making it Chapter 270 of the session laws. It took effect on July 16, 2001.
