It was introduced on January 4, 2001 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on January 30, 2001. The committee held work sessions on February 6, 2001 and February 20, 2001. The majority of the committee recommended that the House pass it with changes by a vote of 13–1, and the report was placed on the consent calendar. On March 29, 2001 the House voted to pass it with changes. It crossed to the Senate on April 5, 2001 and was referred to the Senate Judiciary committee. The committee held a public hearing on May 9, 2001. The committee recommended that the Senate pass it with changes (amendment 1500). On June 7, 2001 the Senate voted to pass it with changes on a voice vote. A floor amendment (1598), offered by Sen. Eaton, was adopted on a voice vote on June 7, 2001, changing the text of the bill. On June 13, 2001 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 26, 2001 — the final check of the text before it goes to the governor. The governor signed it on July 5, 2001, making it Chapter 169 of the session laws. It took effect on January 1, 2002.
