The Story
It was introduced on January 4, 2001 and referred to the House Ways and Means committee. The committee held a public hearing on January 24, 2001. The committee held work sessions on March 15, 2001 and March 20, 2001. The committee held a public hearing on April 10, 2001. The majority recommended that the House pass it with changes, and the minority recommended that the House pass it, by a vote of 10–8. The committee's amendment (0894) was rejected on a roll call 131–251 on April 18, 2001. A floor amendment (0895), offered by Rep McGuirk, was adopted on a roll call 220–162 on April 18, 2001, changing the text of the bill. Part of a floor amendment (0888), offered by Rep Sapareto, was rejected on a division vote 155–226 on April 18, 2001. On April 18, 2001 the House voted to pass it with changes on a roll call 221–158. It crossed to the Senate on May 1, 2001 and was referred to the Senate Ways and Means committee. The committee held a public hearing on May 23, 2001. On June 12, 2001 the Senate adopted “Sen. Barnes Suspension of Rules for Report not in Calendar” on a voice vote. On June 12, 2001 the Senate voted to pass it with changes on a voice vote. A floor amendment (1675), offered by Sen. Francoeur, was adopted on a voice vote on June 12, 2001, changing the text of the bill. On June 12, 2001 the Senate adopted “Sen. D'Allesandro Accede to Request for Committee of Conference” on a voice vote. On June 13, 2001 the House voted to reject the other chamber's changes. A committee of conference met on June 15, 2001, June 18, 2001, June 21, 2001 and June 22, 2001 to try to settle the differences between the two chambers' versions of the bill. On June 26, 2001 the Senate voted to pass it. On June 26, 2001 the House adopted “Conf Comm Report” on a roll call 190–181. The bill was enrolled on June 26, 2001 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1862) was adopted to correct technical errors found after passage. It became law without the governor's signature on July 5, 2001, as Chapter 158. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
