It was introduced on January 3, 2001 and referred to the House Children and Family Law committee. The committee held a public hearing on January 9, 2001. The majority of the committee recommended that the House pass it unanimously, 15–0, and the report was placed on the consent calendar. On January 25, 2001 the House voted to pass it. It crossed to the Senate on February 22, 2001 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on March 27, 2001. The committee recommended that the Senate pass it. On March 29, 2001 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on April 5, 2001 — the final check of the text before it goes to the governor. The governor signed it on April 23, 2001, making it Chapter 7 of the session laws.
