It was introduced on February 15, 2001 and referred to the House Finance committee. The committee met in executive session on April 9, 2001 to vote on its recommendation. The majority recommended that the House pass it with changes, and the minority recommended that the House pass it with changes, by a vote of 13–9. On April 18, 2001 the House voted to pass it with changes on a roll call 239–144. It crossed to the Senate on April 19, 2001 and was referred to the Senate Finance committee. The committee held a public hearing on May 2, 2001. The committee recommended that the Senate pass it with changes (amendment 1576). On June 12, 2001 the Senate voted to pass it with changes on a voice vote. A floor amendment (1447), offered by Sen. Pignatelli, was rejected on a roll call 11–13 on June 12, 2001. Hollingworth, was rejected on a roll call 11–13 on June 12, 2001. On June 12, 2001 the Senate adopted “OT3rdg” on a voice vote and ordered it to a third reading. On June 12, 2001 the Senate adopted “Sen. Barnes Accede to Request for Committee of Conference” on a voice vote. On June 13, 2001 the House rejected a motion to lay it on the table on a roll call 168–178. On June 13, 2001 the House voted to reject the other chamber's changes on a roll call 214–132. A committee of conference met on June 15, 2001 and June 18, 2001 to try to settle the differences between the two chambers' versions of the bill. On June 26, 2001 the Senate voted to pass it. On June 26, 2001 the House adopted “Conf Comm Report” on a roll call 336–20. The bill was enrolled on June 26, 2001 — the final check of the text before it goes to the governor.
