The Story

It was introduced on January 28, 1999 and referred to the Senate Insurance committee. The committee held a public hearing on March 2, 1999. The committee recommended that the Senate pass it. On May 6, 1999 the Senate rejected a motion to pass it on a roll call 12–12 and ordered it to a third reading. On May 6, 1999 the Senate voted to lay it on the table on a voice vote. On May 18, 1999 the Senate adopted “Remove From Table” on a voice vote. A floor amendment (1275), offered by Sen. Fernald, was adopted on a voice vote on May 18, 1999, changing the text of the bill. It crossed to the House on May 20, 1999 and was referred to the House Commerce committee. The committee held a public hearing on June 8, 1999. The committee held a work session on June 16, 1999. The majority of the committee recommended that the House send it back to committee unanimously, 14–0. On June 22, 1999 the bill was referred to the Commerce committee. The committee held work sessions on September 22, 1999 and October 6, 1999. The majority of the committee recommended that the House study it after the session ends by a vote of 16–1. On January 6, 2000 the House voted to study it after the session ends on a voice vote. The committee held work sessions on August 28, 2000 and October 24, 2000. The committee reported back on its interim study of the bill: “NOT REC FOR LEGIS IN 2001”, by a vote of 14 to 3.
