The Story

It was introduced on April 20, 2000 and referred to the Senate Energy and Economic Development committee. The committee held a public hearing on May 1, 2000. On May 3, 2000 the Senate adopted “Committee Report Ought to Pass with Am” on a voice vote 21–2 and ordered it to a third reading. It crossed to the House on May 4, 2000 and was referred to the House Science, Technology and Energy committee. The committee held a public hearing on May 9, 2000. The committee held a work session on May 10, 2000. The majority recommended that the House pass it with changes, and the minority recommended that the House study it after the session ends, by a vote of 17–2. A committee of conference met on May 22, 2000 and May 24, 2000 to try to settle the differences between the two chambers' versions of the bill. On May 31, 2000 the House adopted “Conf Comm Report” on a roll call 267–72. On May 31, 2000 the Senate voted to pass it. A floor amendment (4785) was adopted on May 31, 2000, changing the text of the bill. The bill was enrolled on May 31, 2000 — the final check of the text before it goes to the governor. The governor signed it on June 12, 2000, making it Chapter 249 of the session laws. It took effect on June 12, 2000.
