- Status: Signed into law
- Term: 1999-2000
- House committee: Executive Departments and Administration
- Senate committee: Public Affairs

The Story
It was introduced on January 5, 2000 and referred to the Senate Public Affairs committee. The committee held a public hearing on January 12, 2000. The committee recommended that the Senate pass it with changes (amendment 3616). On March 9, 2000 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 9, 2000 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 29, 2000. The committee held work sessions on April 18, 2000 and April 25, 2000. The majority of the committee recommended that the House pass it with changes unanimously, 16–0, and the report was placed on the consent calendar. On May 17, 2000 the House voted to pass it with changes. On May 18, 2000 the Senate adopted “Sen. Trombly Concur With House Amendment” on a voice vote. The bill was enrolled on May 31, 2000 — the final check of the text before it goes to the governor — and an enrolled bill amendment (4759) was adopted to correct technical errors found after passage. The governor signed it on June 21, 2000, making it Chapter 320 of the session laws. It took effect on August 20, 2000.
