The committee recommended that the Senate pass it with changes (amendment 3582). On March 9, 2000 the Senate voted to pass it with changes on a voice vote. On March 9, 2000 the Senate adopted “OT3rdg” on a voice vote and ordered it to a third reading. The committee held work sessions on April 18, 2000, April 25, 2000, May 1, 2000 and May 3, 2000. The majority of the committee recommended that the House pass it with changes by a vote of 13–2.
