It was introduced on January 5, 2000 and referred to the Senate Judiciary committee. The committee held a public hearing on February 9, 2000. The committee recommended that the Senate pass it with changes (amendment 3834). On March 23, 2000 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On April 6, 2000 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Criminal Justice and Public Safety committee. The bill was enrolled on May 31, 2000 — the final check of the text before it goes to the governor — and an enrolled bill amendment (4782) was adopted to correct technical errors found after passage. The governor signed it on June 21, 2000, making it Chapter 318 of the session laws. It took effect on June 21, 2000.
