The Story

It was introduced on January 5, 2000 and referred to the Senate Education committee. The committee held a public hearing on February 16, 2000. The committee recommended that the Senate pass it with changes (amendment 3607). On March 9, 2000 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 9, 2000 and was referred to the House Education committee. The committee held a public hearing on April 4, 2000. The majority of the committee recommended that the House pass it with changes unanimously, 16–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on April 13, 2000. The committee's amendment (4024) was rejected on a voice vote on April 13, 2000. A floor amendment (4120), offered by Reps O'Hearn & Estabrook, was adopted on a voice vote on April 13, 2000, changing the text of the bill. On April 13, 2000 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held a public hearing on April 25, 2000. The committee held work sessions on May 9, 2000 and May 10, 2000. The majority of the committee recommended that the House kill it by a vote of 20–4, and the report was placed on the consent calendar. On May 17, 2000 the House voted to kill it.
