The Story
It was introduced on January 5, 2000 and referred to the Senate Education committee. The committee held a public hearing on February 16, 2000. The committee recommended that the Senate pass it with changes (amendment 3488). On February 17, 2000 the Senate adopted “Ougth to Pass with Amendment” on a voice vote and ordered it to a third reading. It crossed to the House on February 24, 2000 and was referred to the House Education committee. The committee held a public hearing on March 21, 2000. The majority of the committee recommended that the House pass it with changes by a vote of 12–3. On April 20, 2000 the House voted to pass it with changes on a voice vote. On April 27, 2000 the Senate adopted “Sen. McCarley concur with House Amendment” on a voice vote. On May 3, 2000 the Senate adopted “Sen. Larsen Motion for Reconsideration” on a voice vote. On May 3, 2000 the Senate adopted “Requests Committee of Conferance” on a voice vote. On May 4, 2000 the House adopted “House Acceded to req for Conf Comm” on a voice vote. A committee of conference met on May 16, 2000 to try to settle the differences between the two chambers' versions of the bill. On May 31, 2000 the House adopted “Conf Comm Report”. On May 31, 2000 the Senate adopted “Conf. Comm Report” on a voice vote. The bill was enrolled on May 31, 2000 — the final check of the text before it goes to the governor — and an enrolled bill amendment (4769) was adopted to correct technical errors found after passage. The governor signed it on June 21, 2000, making it Chapter 317 of the session laws. It took effect on June 21, 2000.
