The Story
It was introduced on January 5, 2000 and referred to the Senate Transportation committee. The committee held a public hearing on January 18, 2000. The committee recommended that the Senate pass it with changes (amendment 3490). On March 9, 2000 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 9, 2000 and was referred to the House Transportation committee. The committee held a public hearing on March 21, 2000. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 7–6. On April 20, 2000 the House voted to pass it with changes on a voice vote. On April 27, 2000 the Senate adopted “Sen. Gordon concur with House Amendment” on a voice vote. The bill was enrolled on May 11, 2000 — the final check of the text before it goes to the governor. The governor signed it on May 23, 2000, making it Chapter 169 of the session laws. It took effect on July 1, 2000.
