The Story

It was introduced on January 5, 2000 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 22, 2000. The committee recommended that the Senate pass it with changes (amendment 3596). On March 9, 2000 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 9, 2000 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 28, 2000. The committee held work sessions on April 4, 2000 and April 5, 2000. The majority of the committee recommended that the House pass it with changes by a vote of 16–1, and the report was placed on the consent calendar. The bill was taken off the consent calendar on April 20, 2000. On April 20, 2000 the House voted to pass it with changes on a voice vote. On April 27, 2000 the Senate adopted “Sen. Cohen concur with House Amendment” on a voice vote. The bill was enrolled on May 11, 2000 — the final check of the text before it goes to the governor. The governor signed it on May 23, 2000, making it Chapter 168 of the session laws. It took effect on January 1, 2001.
