- Status: Signed into law
- Term: 1999-2000
- House committee: Criminal Justice and Public Safety
- Senate committee: Judiciary
- Subject: Crimes, Criminal Procedure and Corrections

The Story
It was introduced on January 5, 2000 and referred to the Senate Judiciary committee. The committee held a public hearing on January 19, 2000. The committee recommended that the Senate pass it with changes (amendment 3413). On February 17, 2000 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on February 24, 2000 and was referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on March 8, 2000. The majority of the committee recommended that the House pass it unanimously, 12–0, and the report was placed on the consent calendar. On March 23, 2000 the House voted to pass it. The bill was enrolled on March 29, 2000 — the final check of the text before it goes to the governor. The governor signed it on April 7, 2000, making it Chapter 51 of the session laws. It took effect on January 1, 2001.
