It was introduced on January 5, 2000 and referred to the Senate Judiciary committee. The committee held a public hearing on January 19, 2000. The committee recommended that the Senate pass it. On February 17, 2000 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on February 24, 2000 and was referred to the House Judiciary committee. The committee held a public hearing on March 21, 2000. The committee held work sessions on April 11, 2000 and May 3, 2000. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 10–2. On May 18, 2000 the House voted to pass it on a voice vote. The bill was enrolled on May 18, 2000 — the final check of the text before it goes to the governor. The governor signed it on June 1, 2000, making it Chapter 216 of the session laws.
