It crossed to the House on February 10, 2000 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 8, 2000. The majority of the committee recommended that the House pass it by a vote of 16–1, and the report was placed on the consent calendar. On March 23, 2000 the House voted to pass it. The bill was enrolled on March 29, 2000 — the final check of the text before it goes to the governor. The governor signed it on April 7, 2000, making it Chapter 49 of the session laws.
